China's relentless pursuit of becoming a technology power, backed by its large pool of talent and capital, as well as the development of dedicated government policies, provides the most significant example of how to navigate today's market context and lay the foundation for sustainable development.

Late this week, the Chinese government announced in a joint statement by the Ministry of Housing and Urban-Rural Development and the Ministry of Industry and Information Technology that six cities had been designated “as the first group of pilot cities for the coordinated development of smart city infrastructure and intelligent connected vehicles.”

Beijing, Shanghai, Guangzhou, Wuhan, Changsha and Wuxi represent a selected pool of testing locations where the future of innovation in mobility and autonomous vehicles will be realized after their applications are reviewed and approved by a panel of experts in the field.

A crucial element in the implementation of the announced pilot tests is the central government's request for major participation from provincial departments of the two ministries, which are expected to provide strict guidance and supervision.

In my opinion, this is an extremely important aspect because both ministries could work together, focusing their efforts on their specific areas of competence. In particular, the Ministry of Industry and Information Technology could oversee the promotion of “hard” factors, such as infrastructure construction, big data processing and analysis. While the Ministry of Housing and Urban-Rural Development could focus on “soft” elements, such as narrowing the urban-rural development gap and promoting high-quality development.
