Art. 67. Documentation relating to technical-professional and technical-operational qualifications shall be restricted to:

I – presentation of a professional, duly registered with the competent professional council, where applicable, holding a certificate of technical responsibility for the execution of work or service with similar characteristics, for contracting purposes;

II – certificates or attestations, regularly issued by the competent professional council, where applicable, which demonstrate operational capacity in the execution of similar services of equivalent or greater technological and operational complexity, as well as supporting documents issued in accordance with § 3 of art. 88 of this Law;

III – indication of the technical personnel, facilities and equipment suitable and available for carrying out the object of the bidding, as well as the qualifications of each member of the technical team japan telegram data who will be responsible for the work;

IV – proof of compliance with requirements provided for in special legislation, where applicable;

V – registration or enrollment with the competent professional entity, where applicable;

VI – declaration that the bidder is aware of all the information and local conditions for fulfilling the obligations that are the object of the bid.

§ 1º The requirement for certificates will be restricted to the most relevant or significant value portions of the bidding object, considered as those with an individual value equal to or greater than 4% (four percent) of the total estimated value of the contract.

§ 2º In compliance with the provisions of the caput and § 1º of this article, the requirement for certificates with minimum quantities of up to 50% (fifty percent) of the installments referred to in the aforementioned paragraph will be permitted, with limitations on time and specific locations relating to the certificates prohibited.

§ 3 Except in the case of contracting engineering works and services, the requirements referred to in items I and II of the caput of this article, at the discretion of the Administration, may be replaced by other proof that the professional or company has technical knowledge and practical experience in performing services with similar characteristics, in which case the acceptable alternative proofs must be provided for in regulations.

§ 4 Certificates or other valid documents issued by foreign entities will be accepted when accompanied by a translation into Portuguese, unless the unsuitability of the issuing entity is proven.

§ 5 In the case of continuous services, the notice may require a certificate or attestation demonstrating that the bidder has performed services similar to the object of the bid, in successive periods or not, for a minimum period, which may not exceed 3 (three) years.
