From Made in China to Designed in China

“Healthy China 2030,” a high-level policy document published in 2016, includes a section on international exchange that calls for China to expand its “voice rights” or “discursive authority” in international health. Beijing’s voice grew louder the following year when it signed a memorandum of understanding (MoU) to jointly build a Health Silk Road with the WHO in 2017. To mark the signing, Xi presented the WHO with a bronze acupuncture statue, a potent symbol of Beijing’s pursuit of soft power. Later that year, WHO Director-General Tedros Adhanom called the HSR a “visionary” proposal, and in 2019, the TCM received international validation when the WHO included a chapter on the practice in its International Classification of Diseases.

Like the BRI itself, the HSR is less a blueprint for China’s global engagement in health than a brand that unifies a wide variety of initiatives, expressing Beijing’s confidence in global action and leadership. Beijing’s actual contributions to global health and its current capacity fall short of these ambitions, but its intentions are clear. For now, as usual, rhetoric precedes reality, but Beijing’s past record of growing DAH suggests its potential.

One way to catch up is to become a partner – a relatively easy feat if you bring industrial expertise to the table. Indeed, Europe’s biggest carmakers (BMW, Daimler, FCA, Groupe PSA, Renault, Volkswagen and China-owned Volvo ) have chosen Chinese partners for 41 collaborations since January 2018.

Importantly, almost all partnerships have a strong R&D focus. About half of the R&D projects focus on developing e-mobility solutions with battery manufacturers or Chinese automakers like CATL or JAC Motors. The rest focus on developing autonomous vehicles (AVs), often with tech giants like Baidu, Huawei or Tencent. AV development in China receives significant government support, and the potential market is huge. As development costs rise, partnerships help reduce the financial burden.
