In Beijing and Washington, leaders signal growing tech arms race

The White House on Wednesday released its interim national security strategic guidance, which was closely read for signs of how the administration will engage the world. It mentioned China and its metonyms more than 20 times — twice as many as any other foreign country — and warned of the Asian nation’s growing assertiveness.

“China is the only potential competitor capable of combining its economic, diplomatic, military and technological power to pose a sustainable challenge to a stable and open international system, ” the document says.

In a video message to coincide with the release, US Secretary of State Antony Blinken described the US relationship with China as the defining test of the century and said his country's approach would be " competitive when it must be, cooperative when it can be, and adversarial when it must be ."
