This more than respectable performance is due in part to organizational reforms (pooling and specialization of services in the regions, development of response to surveys via the Internet) which are not reproducible indefinitely, and it would be a mistake to consider that such a rate of productivity is sustainable, especially since it has undoubtedly been accompanied by increased demands and sometimes tensions in the daily work of the teams.

Finally, on a more general level, this work may suggest that national accountants would have the capacity to improve the measurement of the volume of non-market services. But what has been achieved internally by accounting professionals is unfortunately not easy to extend to all government departments.

For 20 years, INSEE's activity has had to adapt to significant transformations in its environment with for example the territorial reform which led to a reduction in the number of regions; whether linked to its external women database environment, such as the increasingly important role played by Eurostat as coordinator of European statistics (Lagarde, 2022); or whether linked to process and product innovations, with for example the rise of the internet and more recently the development of data science. Faced with these upheavals, and while over this period INSEE has received regular requests to expand its offering, the question that arises, as the Court of Auditors notably raised in the context of its last mission carried out on the institute, is to know by how much INSEE's production has increased over the last 20 years. Moreover, as over the same period INSEE's staff has decreased by around a quarter, another question arises: what has been its productivity?
